U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has nominated former Bureau of Internal Revenue (BIR) Director Marvin Pickering to be the Chairman and Chief Executive Officer of the Casino Control Commission.
In addition to his role as the BIR director from 2015-2019, Mr. Pickering was a senior vice-president and chief financial officer for Cruzan Viril Ltd. For 17 years.
Mr. Pickering was born on St. Thomas and attended Charlotte Amalie High School before earning a Bachelor of Arts degree in Business Administration and an Associate of Arts degree in Business Administration from the College of the Virgin Islands, now the University of the Virgin Islands (UVI).
He currently sits on the board of Junior Achievement of the Virgin Islands, and he has served on the board of the V.I. Water and Power Authority; the Board of Trustees of the St. Croix Landmarks Society; the board of the Foundation for UVI; and the Boards of Trustees for Good Hope School and St. Dunstan’s Episcopal School.
The Casino Control Commission was established to “develop and implement a regulatory framework that permits and promotes the stability and continuity of casino gaming in the territory of the U.S. Virgin Islands,” according to its website.
Mr. Pickering’s nomination will next go before the Senate, and if it is approved, Acting Chairman and Chief Executive Officer Usie Richards would return to a regular board seat.

Stacy A. Bourne, FAIA is an architect, who is committed to inclusively enhancing experiences and influencing social change through the power of design.
Originally from St. Louis, Missouri, Stacy has been a US Virgin Islands resident since June 1990. She holds a Bachelor of Architecture, Master of Architecture and Master of Architecture and Urban Design degrees from Tulane University in New Orleans, Louisiana and Washington University in St. Louis, Missouri. After acquiring her license from the National Council of Architectural Registration Boards in 1994, she opened her own architectural firm, Innovations by Design. The firm was renamed to The Bourne Group, LLC 2000, specializing in Architecture and Urban Design, focusing on influencing social change. She subsequently attained licenses to practice architecture in Georgia in 2000 and Missouri in 2005.
Stacy participates in a host of organizations to improve her community and profession. She was the only African American female to receive the retired Richard Upjohn Medal in December 2011 for her service on the National Board of the American Institute of Architects (AIA), representing approximately 4,000 architects in the Florida/Caribbean Region. She chaired the AIA Board Diversity Council, participated on the AIA Secretary’s Advisory Committee, coordinated the National AIA for Haiti earthquake restoration efforts, fostered the AIA Women’s Leadership Summit and organized many convention events, among numerous other initiatives.
She has become a passionate spokesperson for advancing Diversity and Inclusion opportunities for under represented groups in the profession and building relationships with other organizations such as the National Organization of Minority Architects and the Federation of Caribbean Association of Architects. She served as AIA Virgin Islands President, completing her 5th two year term in December 2017.

In February 2012, Stacy was the 10th African American female elevated to the AIA College of Fellows, receiving her medal at the AIA National Convention in Washington DC. “The Fellowship program was developed to elevate those architects who have made a significant contribution to architecture and society and who have achieved a standard of excellence in the profession. Election to fellowship not only recognizes the achievements of architects as individuals, but also their significant contribution to architecture and society on a national level.”

Stacy also serves her local community, providing volunteer and in-kind services to charitable non profit groups and churches. She is the current Board President for the Virgin Islands Coalition of Citizens with Disabilities, AKA Dial A Ride, a non-profit organization providing door to door transportation to the elderly and those that are differently abled. She served as a volunteer teacher of architecture to the students at Charlotte Amalie High School for the Spring 2011 and often lectures or participates in panel discussions for the University of the Virgin Islands, Small Business Development Center, business groups and student groups.

Most recently, in 2018, Stacy was confirmed by the 32nd Legislature of the Virgin Islands to serve on the Virgin Islands Casino Control Commission, located on St. Croix, Virgin Islands. She currently serves as the Secretary and Treasurer of the Commission through January 2023.
